SECTION 01

Purpose and Mission

The Independent Council of Earthlings (ICE) is established as an external and autonomous body, whose task is to ensure that the Earthlings people develop in accordance with their stated values: freedom, awareness, ethics, sustainability, and respect for every person and the planet.

The Council is not part of the governing structures of the people and is not subordinate to them. Its mission is to be the conscience and mirror of the Earthlings people, to provide unbiased assessment of processes, to prevent and resolve conflicts of interest, and to formulate recommendations for strategic and ethical development.

Candidates are reviewed and approved through open voting by the Earthlings people, following preliminary discussion and expert interview.

Ensuring Independence

Council independence is ensured through mandatory declaration of conflicts of interest, abstention from voting in cases of personal interest, member rotation, and public disclosure of all decisions.

SECTION 08

Legal Status and Legitimacy of the Council

Legal Status: The Independent Council of Earthlings is an autonomous supervisory and advisory body that is not part of the governance system of the Earthlings people and does not possess executive powers. It acts as an ethical and legal guarantor of adherence to the principles set forth in the Declaration and Charter of the Earthlings people.

The Council operates on the basis of an ethical and public mandate granted to it by the Earthlings people. Its decisions are advisory and reputational in nature and do not create legal obligations for participants.

Council Legitimacy: The Council derives its legitimacy not from state or international law, but from recognition by the Earthlings people as bearers of the common will and values of humanity. This is an expression of a new form of global public self-governance, where trust and openness replace hierarchy and coercion.

Thus, the Independent Council of Earthlings is a trust institution of the Earthlings people — a bridge between its ethical principles and practical activities. It serves as confirmation of the maturity, transparency, and responsibility of the people in the eyes of the world community and international organizations.
