This document details the provisions of Article 4 of the Earthlings Charter, defining the status, powers, and formation procedure of the Independent Council of Earthlings.
SECTION 01

Purpose and Mission

The Independent Council of Earthlings (hereinafter - the Council) will be formed as an external and autonomous consultative body, whose task is to observe how far the Earthlings people develop in accordance with their stated values: freedom, awareness, ethics, sustainability, and respect for every person and the planet.

The Council is not part of the governing structures of the people and is not subordinate to them. Its mission is to be the conscience and mirror of the Earthlings people, to provide unbiased assessment of processes, to prevent and resolve conflicts of interest, and to formulate recommendations for strategic and ethical development.

Ethical Audit
  • Assessment of actions by bodies and representatives of the Earthlings people from the perspective of ethical, environmental, and legal standards
  • Analysis of cases related to internal conflicts, discrimination, breach of trust
Public Expertise
  • Independent assessment of key decisions, strategies, and initiatives
  • Help assess sustainability and alignment with stated goals
Transparency and Accountability
  • Publication of an annual public report on the state of the people
  • Organization of public hearings and collection of feedback
International Representation
  • Strengthening the people's legitimacy on the world stage
  • Engaging the global scientific, human-rights, and environmental communities

Council Composition

The Council comprises Earthlings with recognized expertise who do not participate in operational governance of the people:

Ecologists

Climatologists and sustainable development specialists

Economists

Futurists and specialists in emerging economies

Philosophers

Specialists in ethics and philosophy

Human rights defenders

Cultural leaders and human rights defenders

Scientists

Representatives of scientific and educational institutions

Activists

Representatives of local and indigenous communities

Candidates are reviewed and approved through open voting by the Earthlings people, following preliminary discussion and expert interview.
The Council consists of 7-11 experts drawn from among the Earthlings who take no part in the operational governance of the people. Council members are elected by a qualified majority of the Earthlings DAO for a term of 3 years, with possible rotation.

Operating Principles

  • Independence: Council members are not subordinate to the governance bodies of the people and do not receive remuneration from them
  • Transparency: All Council conclusions and reports are published openly
  • Nonviolence and respect: The Council conducts dialogue without accusations or pressure
  • Diversity of views: Balance of opinions and cultural perspectives, representation of the Global South

SECTION 06

Council Rights

  • Right to issue public observations and recommendations to the Earthlings people
  • Right to initiate public discussions on pressing issues
  • Right to recommend to the Earthlings people a review of the Core Nodes, Emergency Multisig, or other service structures
  • Right to recommend candidates for new Council members to the Earthlings people (the final decision is made by the DAO by qualified majority)
SECTION 07

Ensuring Independence

Council independence is ensured through mandatory declaration of conflicts of interest, abstention from voting in cases of personal interest, member rotation, and public disclosure of all decisions.

Detailed procedures are defined by the Council's regulations.

SECTION 08

Legal Status and Legitimacy of the Council

Legal Status: The Independent Council of Earthlings is an autonomous supervisory and advisory body, separate from the governance system of the Earthlings people and without powers of authority. It will act as an ethical reference point and observer of adherence to the principles set forth in the Declaration and Charter of the Earthlings people.

The Council operates on the basis of an ethical and public mandate granted to it by the Earthlings people. Its decisions are advisory and carry reputational rather than legal weight and do not create legal obligations for participants.

Council Legitimacy: The Council derives its legitimacy not from state or international law, but from the trust of the Earthlings people themselves - those who joined it voluntarily. The Earthlings people does not speak on behalf of humanity and does not speak for those who have not joined it. This is a form of self-governance, where trust and openness replace hierarchy and coercion.

The Independent Council of Earthlings is conceived as an institution of trust of the Earthlings people - a bridge between its ethical principles and its practical activity.
